BHOPAL / The Madhya Pradesh Cabinet, chaired by Chief Minister Mohan Yadav, on Tuesday approved a series of financial and administrative proposals worth more than ₹41,000 crore, including a new rural employment scheme, major road projects and the reorganisation of the state’s technical education system.
The Cabinet ratified a financial proposal of ₹29,619 crore for implementation of the Viksit Bharat: VB-G RAM G Scheme in Madhya Pradesh. The scheme, effective from July 1, 2026, will provide a statutory guarantee of 125 days of wage employment to willing adult members of rural households in each financial year, compared with the existing 100 days.
The estimated expenditure on the scheme is ₹3,183 crore for 2026-27, while ₹26,436 crore has been earmarked for its continuation from 2026-27 to 2030-31. The Centre and state will share the expenditure in a 60:40 ratio, with the state’s share estimated at ₹10,574 crore. An additional ₹946 crore will be spent by the state on administrative expenses over the five-year period.
The Cabinet also approved the reorganisation of Rajiv Gandhi Proudyogiki Vishwavidyalaya (RGPV) and decided to establish three separate technology and skill universities in Bhopal, Ujjain and Jabalpur. The existing university in Bhopal will be renamed Madhya Bharat Technology and Skill University, while autonomous engineering colleges in Ujjain and Jabalpur will be converted into Malwa Technology and Skill University and Mahakaushal Technology and Skill University, respectively.
RGPV currently offers 13 programmes through 585 institutions, with more than 3.83 lakh students enrolled. Under the new arrangement, technical colleges will be divided regionally among the three universities.
In another major decision, the Cabinet approved a ₹2,973-crore Dairy Development Scheme in collaboration with the National Dairy Development Board (NDDB), aimed at strengthening the cooperative dairy system and upgrading the Sanchi brand.
The scheme envisages increasing the number of cooperative milk societies from 7,331 villages to 26,000 villages over five years. Daily milk collection is projected to rise from 12 lakh kg to 52 lakh kg, while processing capacity is expected to increase from 17.8 lakh litres to 63.3 lakh litres per day.
The Cabinet also granted revised administrative approval for the 35.61-km, four-lane West Bhopal Bypass, with paved shoulders, at a total project financial cost of ₹3,225.51 crore. An additional ₹548.29 crore has been approved for pre-construction activities through the state budget.
The bypass is expected to allow vehicles travelling between Jabalpur and Narmadapuram and Indore to bypass Bhopal, reducing the travel distance by 21 km. The alignment was modified following the declaration of the Ratapani Tiger Reserve, environmental considerations relating to the Upper Lake catchment, the presence of an ancient Shiv Temple at Samsgarh and the decision to connect the bypass with the Eastern Bypass to create a complete ring road.
Another ₹3,272-crore administrative approval was granted for the 67.116-km four-lane Mehluwa-Bina-Khimlasa-Malthone road with paved shoulders. The project will connect NH-346 with NH-934 at Bina and eventually link with NH-44, the North-South Corridor, at Malthone.
The route is considered important for regional, interstate and industrial traffic, particularly because Bina houses a BPCL refinery, a thermal power plant, a railway yard and several major industries.
On healthcare, the Cabinet approved ₹488.41 crore for maintenance of machinery and equipment in health institutions for 2026-27 to 2030-31. Another ₹915.77 crore was approved for maintenance of departmental assets, including modular kitchens and modular operation theatres, in medical institutions across the state.
The Cabinet further approved the creation of 21 posts for district offices of the Social Justice and Empowerment of Persons with Disabilities Department in Maihar, Mauganj and Pandhurna. It also sanctioned 20 posts for District AYUSH offices in Niwari, Mauganj, Pandhurna and Maihar.
In a decision aimed at benefiting farmers, the Cabinet ratified the Chief Minister’s decision to increase the procurement limit for summer moong from registered farmers from 25% to up to 60% of their produce under the Price Support Scheme.
The Cabinet said the decisions were aimed at strengthening rural livelihoods, infrastructure, healthcare, technical education and the cooperative dairy sector across Madhya Pradesh.
