BHOPAL / Now, there is no need to visit the transport office for learning driving licenses, with the new ‘Faceless Services’, people will be able to get a learner’s license online, which will be valid for six months, right at their homes with just a click.
The Transport Department of Madhya Pradesh government launched the Faceless Online Learning License Service (FOLLS) scheme In Gwalior on Monday by giving the learner’s e-licenses to two women beneficiaries in a launching ceremony.
On this occasion, Transport Commissioner Mukesh Jain, Additional Transport Commissioner Enforcement (ATCE) Arvind Saxena, collector of Gwalior Koushlendra Vikram Singh, Superintendent of Police of the district Amit Sanghi, Joint transport commissioner Anup Singh, RTO Gwalior SPS Chouhan and ARTO Rinku Sharma, and RTI Rajendra Soni were present.
The state transport department has started the faceless learner’s e-license service -as a part of the Sarthi Parivahan Scheme under the Union Ministery of Road Transport and Highways(MoRTH) of the Central government. The National Informatics Centre (NIC) runs the sarthi.parivahan.gov.in web portal on which the interested people can apply for getting the e-learner’s license. Rajeev Agrawal from NIC graced the programme.
At the beginning of the event, The ATCE, Saxena threw light on the process of getting an e-learner’s driving license and explained the benefits of the FOLLS scheme. He said that after starting the FOLLS scheme in the state, people will save the time which they used to spend at the RTO offices to get the learner’s driving license. The scheme will remove the ill-practice of middlemen from the RTO offices automatically, Saxena also said.
The ACTE also told the gathering that the applicants would first have to register on the Sarthi Parivahan portal of the Central government’s MoRTH and get an appointment to take the test, there would be an online tutorial for them to go through.
The 10-minute learner’s license test has objective-type questions and the applicant needs to score at least 12 out of 20 means 60 percent marks, Saxena said. This will be followed by a colorblindness test online, on clearing which an e-licenses will be issued, he added.
“The purpose of the learner’s license test is to see if the applicant understands the basic rules so they can learn driving and that is why an online test would suffice”, Saxena told The Sun Today.
TC Jain also addressed the event and said the FOLLS scheme would be benefitted around 10 lakh youth of the state and it will bring transparency in the work process of the department.
The department’s website would have a dedicated web link for the e-license service and all information regarding fees, minimum age, eligibility, necessary documents, etc. will be available on the website, apart from frequently asked questions and a question bank with quizzes.
It is noteworthy that the MoRTH on 4 March this year launched the Aadhaar-based authentication contactless services for 18 services, including driving license renewal, learner’s license, duplicate license, registration application, etc. under notification no 947. Merely, the use of Aadhar as an identification document would simplify the delivery process and the citizens would no longer need to visit the RTO offices for such services.
